Open dumpsters are one of the most common stormwater problems on job sites and commercial properties. Rain and snowmelt wash oil, chemicals and litter out of the waste and into storm drains, which flow untreated into local streams and lakes. A dumpster cover keeps the water out, which helps you meet your stormwater permit, avoid fines and lower your disposal costs.
Do Dumpsters Need To Be Covered?
On most permitted sites, yes. EPA’s Construction General Permit requires waste container lids to stay closed when the container is not in use and at the end of each work day. Containers without lids need a cover, such as a secured tarp, or another method that keeps rain from reaching the waste. Industrial stormwater permits commonly require dumpster lids to stay closed as well.
Your Stormwater Pollution Prevention Plan (SWPPP) should say how your site handles waste containers. Many cities and states also have their own dumpster rules, so check your local ordinance too.
Keeping waste out of the weather can also support a no exposure certification under your stormwater permit and an ISO 14001 environmental program.
What Is a Stormwater Violation?
A stormwater violation is anything that breaks the terms of your stormwater permit, such as letting polluted runoff leave the site or not following your SWPPP. An open or leaking dumpster is one of the easiest problems for an inspector to spot.
Under the federal Clean Water Act, civil penalties can reach $68,445 per day for each violation (EPA’s 2025 inflation-adjusted amount). States and cities can add their own fines on top.
Other Ways a Cover Saves Money
- Lower disposal costs, because wet waste and ice add weight and landfills charge by weight.
- Less illegal dumping, fewer dumpster divers and less theft of valuable recyclables.
- No trash blowing around the site on windy days.
Choosing the Right Dumpster Cover
A plain tarp over a bow frame is cheap, but it sags, tears and holds water in heavy rain. In snow it freezes, gets heavy and is hard to handle. A cover that leaks or blows off will not keep your site compliant. These covers are built to stay put:
- Hand-thrown dumpster covers are the lowest-cost option and are held down with bungee straps.
- Roll-off dumpster covers and lugger covers roll open and closed in seconds with a tarp wheel.
- Ribbed dumpster tarps add a rib kit for extra protection from heavy rain and snow.
- Stand-alone hard covers are rigid, freestanding lids that lift off completely when the container is hauled away.
